Not entirely true about the level needed for gambling, I have gotten Tal Rasha's Amulet (level 67?) at level 21 many of times.

There are some(?) items which have another ilvl (think bartucs have an own one too).

Tals (complete) set has an ilvl of 26 in lod... I think he didn't changed it.
But u can't use it with lvl 26, so it is more or less useless to gamble for it at that (low-)lvl, except that the chance of getting it later, with a higher clvl is lesser, because then u can gamlbe more items...
