More info on these CE runes?

what do ce spec runes do? heard they add +30 new skills, do they retemper your item? recraft it? can you add them to armors? weapons?

i have a CE rune,and i tried to cube it with a weapon,but nothing hapened. why? how can i use it? my version is 7.69.

Runes were 'activated' in the latest version.
In former versions you were able to find them, but they didn't have any effect.

Updating to the newest version should give you the possibility to cube them onto an item.
