Will CE 7.70 run on LOD patched with 1.12a?

Yes. CE runs on 1.10, but it includes all required 1.10 files. Upon activating the mod, the original files (may be 1.07-1.12a) will be renamed and the 1.10 counterparts activated.

upgrading to LoD ver. 1.12a than installing CE will that change anything in the game play and or items in the CE mod???

No this wont change anything while playing CE.

But you can play normal B-Net D2 in its latest version when deactivating the CE Mod. This is usable for some players how still play normal D2 additional to CE and have to login sometimes to save their B-Net chars from deleting.
