Go to Itemlist page, look for cube recipes, the horadric staff is well documented there.
You need the normal staff & ammy, plus 5 little items dropped by monsters.

(thanks, DrowElf, for helping me count to 5.  Sometimes I only need a little help, sometimes... but I don't know how many times)

Correction, you need 5 little items dropped by monsters.

And additional you can find those recipe and some more informations in the FAQ entry "Informations about changed Quests".

Also Act III and Act IV have changed slightly too (not as much as act II) So read before going to those acts too!
