Internet Service Provider... the company that lets you see the internet.  Mine's 'verizon.net'

I guess the important question is: was patch.txt there? If so it might have been created by the blizard download-upgrade action.  Since 7.65SP2 knows how to handle all blizzard versions 1.07 to 1.11b, it probably has to know which version your D2/LOD has been upgraded to.

understood.  Are your absolutely free of d2loader/NoCD stuff?  Just a stock clean install of D2/LOD and patch 1.11b from blizzard?

Wht's so puzzeling is that I removed CE before installing 7.65, so I was like you: D2/LOD/1.10.  I ran the installer and it was absolutely seamless!  Perfect!

After I uninstalled CE, Diablo2 + LoD, I sent the Diablo 2 dir to recycle bin and emptied it.

My ISP is MTS High Speed Internet, (I live in Winnipeg, Manitoba, Canada) How do I check my email limit size?

Is there a way to break down patch_D2.ce into seperate files that can than be merged together after all the parts are downloaded?

Also, it is a clean Diablo 2/LoD... No CD cracks, maphack etc.

What are my options to get CE working?

Patch to v 1.10
Download 765
Run 765

What should I do if the same error message pops up again?

Think Positive.   THIS WILL WORK.  IT HAS TOO.   My GOD man this is the BEST mod, it has to work.

Splitting the file could work, but you wrote that you downloaded the file many times. I can´t imagine that the download could be broken at all this times, cause all other players hadn´t this problem.

I went out of ideas would could be the problem in your case.

btw for 1.07 you are right, there wont be a patch.txt, probably there is, with a base 1.03 classic cd, my 1.00 and direct lod upgrade does not have one...but i created a new patch.txt before, than it worked also for 107
sorry for this confusion

probably it will  be better to leave patch.txt out of everything
