in the wiki it says crafting jawbones gives you 2,5 magic damage per level, but in game it says it adds to maximum magic damage. Does this mean I'm not actually doing the damage? Because if it does, I just wasted a perfectly good weapon.

You make the additional damage (but not magic damage - elemental damage of fire/cold/lightning).

If you equip the weapon you should see the damage at the charscreen.

I think the text is coded in that way, because it could be possible to have elemental damage on the item before tempering and then this is easier for Diablo2 to add.

Actually, the abillity "adds max elemental dmg" (fire, ice, lightening), means, that you get a elemental dmg bonus  of 1 to (max dmg). For example 1-500 (with lvl 100) fire, ice and lightening damage (3-1500 actually, due to threee bonuses).
