Question about profile

I noticed that the local time shown in my profile, as well as the time shown on my posts, are not the correct local time.  Is this supposed to show the time where I am, or the time in Germany?
Not a problem either way, I was just a bit curious.

if you click the profile button, then choose design and layout, you find a setting where you can enter the difference between server tiem(germany) and your time
