does it also work in the uber base item armor? (now that i think about it i highly doubt this would apply to a low-ish level character lol)

also go back and double check the order you put the runes in.

Yes, if you are able to put sockets into the item.
No, because the item can't have any sockets.

i would guess the runes were put in the wrong order.
