Has PvP changed from Special Area to anywhere?

I ws at my stash in the graveyard. Another player entered, and after a brief non-productive conversation, he hostiled me. His minions (druid's dogs) tangled with my rogue and shadow warrior. After this went on a bit he attacked me with a volcano-like spell (I was 20 and he 26). It didn't damage much because I covet resists and vitality, but it was annoying. So finally I fired a trio of Psychic Hammer at him. Dead. He came back and got the same. A third time the same. Then I suggested he not come back to this particular game.
I thought PvP was all consensual and in the Pizza v Pizza area... did this change?
(I kept a few ears though they don't mean anything real)
I hope when we meet things are peaceable.

No there is no change at the PvP place and additional even at this place both have to agree first on a PvP Match.
Nice that you are here again but i´m sad that this is one of the first things that happen to you. :(

i assume it happend in SC
so the area with more BNet Kiddies...and less people telling them how to behave
