Word "With" LR

Can some one please tell me where "With" is for act2?
The Plague Bearer now drops "Four" which is an act 3 word. 
I didn't read anything about act 3 words being in other acts.

I did read that some of the word carrier's might be in other locations in the act, but I found all of them and still no "With".

Bit I don't know who Fire Eye is, nor which act he is in, I found Rakanishu.
