New topics disabled for Inhabitants forum?

The "new topic" button is gone and I can't make an intro post

the direct link ( http://chaosempire.info/web/component/option,com_smf/Itemid,56/action,post/board,19.0 ) says this:
"Sorry, you cannot post new topics in this board. "

Yeah rules have changed, you now got to PEOPLE tab and enter the info there.

What exactly is the point of that ? Not being able to post new topics.
Just pondering.

I don't understand the point of it myself,  but then again I didn't change the rules :-p
