I downloaded and took a look at the items.  If I transmute the teddy with a horadric scroll, then I can't transmute with the safety charm.  If I transmute first with the safety charm, I get the +1 all skills, the resistance per level, the vitality per level, and defense per level, but not the magic find per level and it is personalized.  I can't transmute with a scroll after that.  Is that the way it is supposed to work?

I'm a bit conflicted on this item pack in general.  The safety resistance effectively negates the Anya bug that those with on-line characters can get around by exiting and reentering the game.  The portal skill can be used to "correct" for mistakes made in carrying out the new quest.  The rest of it feels like I'm getting something for nothing, but does compensate for the extra difficulty of playing alone.  The Bartuc's and Diva's sets I can gamble for if I have enough patience.  The Ubers ...+7 all skills? ... well, you did put them in the definite cheat category.  Actually I never did like the concept of uber equipment.  I'd rather there be a variety of comparable options providing different strengths and weaknesses.  None of this is really a problem for me.  I can just not use whatever I don't like.

For the first part, yes this is the way it should be.
More stats (the MagicFind) are not possible on this charm without getting problems with the Diablo2 Code.

drow is not 100% correct

You can only cube a max number of stats wioth one cube formula...
in next version, you can first name your teddy with cubing it alone after finding, and after that you cube it with the crafted charm, and it is with old and new stats...

but since  this is only a little change, i wont make a complete version for it

bartucs and diva is also like mentioned elsewhere not the cheating part

cheater items are all the ubers+soulstones and the little crafted charm with uncommon skills on it

its called cheater items, instead of items making your life easier...cause anyone knows, that this is not a selffound part....it saves time for gambling..it makes playing very easy..but surely not 100% perfect..

As to the cheating items: Making them equal to on-line items would be preferrable, so that offline testing of online builds would more accurately reflect online experience. So, a +2/+5 Bartuc brestplate would be nice, but the soul stones should only be +3 skills as they are online.

E.g. with the items as given, we have +100 to all skills, and possibly much more but the cap is 100.  If this were a real possibility online, one should maximize all synergy skills, but put only 1 point in skills that are used but are not synergies to other used skills.

E.g. 30 points each into Poison Dagger and Poison Explosion, but only 1 point in Poison Nova is needed.
